North Central Texas Regional Certification Agency (NCTRCA):

In June  1989, an Interlocal Cooperation Agreement was entered into between nine founding member entities, creating the North Central Texas Regional Certification Agency  (NCTRCA) for the purpose of "jointly providing certification and other related services for the Disadvantaged Business Enterprise, Minority and/or Woman-Owned Businss Enterprise (D/M/WBE) of the participants."
 The NCTRCA recognizes members of the following groups for certification purposes:

• Businesses with one or more socially and economically disadvantaged individual(s) as defined by the Small Business Administration, pursuant to Section 8(a) of  the Small Business Act must show:
• Minimum 51% percent ownership, control and expertise, and
• Controls the management and daily business operations.
• Women, Black Americans, Hispanic Americans, Native Americans, Asian Pacific Americans, Asian Indian Americans

Only citizens of the United States or lawfully admitted permanent residents are eligible for certification.

DFW Minority Business Development Council

The goal is to “Grow minority business revenues in North Texas.” 
To become a Certified Minority Business Enterprise (MBE), your business must meet the following requirements. Both current and historical facts are considered in determining ownership qualifications and participation in the management and operations of the company.

• Your business is a for-profit enterprise.
• Your business is a for-profit enterprise.
• Your business is physically located in the United States or its trust territories and located in the North Texas region.
• Your business is at least 51% ethnic minority owned. Ethnic minority owned is defined as any business having owner(s) belonging to the following minority groups: African-American, Hispanic-American, Native American, Asian and Pacific Islander American (Asian-Indian included).
• The minority/ethnic owner(s) of the business are U.S. citizens.
• The minority/ethnic owner(s) of the business must be active in management and daily business operations.

Historically Underutilized Business (HUB)

The statewide HUB Program facilitates the use of HUBs in state procurement and provides information on the state’s procurement process to minority and woman- owned businesses.

A "Historically Underutilized Business" is an entity with its principal place of business in Texas, and is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American and/or American woman who reside in Texas and have a proportionate interest and demonstrate active participation in the control, operations and management of the entity's affairs.

In accordance with Texas Administrative Code §111.13, each state agency shall make a good faith effort to utilize HUBs in contracts for construction, services (including professional and consulting services) and commodities purchases.

The Statewide HUB Program provides HUB certification for minority and woman-owned businesses in the State of Texas. Vendors seeking certification as a HUB are required to submit a completed HUB certification application and supporting documentation, affirming under penalty of perjury that their business qualifies as a HUB.*
